CDC Consult was engaged by the
Ministry of Finance and Economic Planning, GHAMFIN and GIZ
to
undertake
a study of the regulatory and supervisory framework for
Ghana’s Microfinance Providers in the
semi formal and informal sectors. As
part of the assignment, international practices were
reviewed;
interview questionnaires
developed and interviews held with officials of the Bank
of
Ghana; MoFEP; Credit Union Association (CUA); GHAMFIN and
other Stakeholders. Literature and legislations relevant to
the sector were
reviewed and recommendations made
on
concrete
policy options for regulating and supervising the
microfinance sector of Ghana. The final findings and
recommendations which were very well accepted by the Bank of
Ghana and other stakeholders were
presented at a stakeholders’ workshop.

PROJECT DESCRIPTION/SERVICE:
CDC Consult was engaged by GTZ (now
GIZ) to conduct a diagnostic assessment to determine
the extent of responsibility demonstrated by the financial
sector in terms of adherence
to regulation, self-regulation
and financial capability in Ghana and provide
recommendations to policy makers. The assignment involved
identifying financial
institutions, (including Susu
Collectors, Savings and Credit Cooperatives (SACCOs), other
MFIs and
commercial banks) as well as apex bodies, umbrella organizations, consumer
associations and regulators to assess
current practices relating to responsible finance. The team
analyzed challenges involved in implementing programs
in the
three areas of regulation, self-regulation and financial
capability, outlining the roles of the key stakeholders and
establishing the extent to which the Three Pillars reinforce
each other.

CDC Consult was engaged by USAID’s TIPCEE Project in Ghana
to assess the initial achievements and potentials of the
reforms and other interventions undertaken as part of the
five year lifespan of the Enabling Environment Component of the project. This
covered key
interventions such as the Food and Agriculture Sector Development
Programme (FASDEP)
II, Financial Literacy, Strentheing the Labour
Commissions and support for legislations in the financial
sector. Specific
tasks undertaken included
review of documents/publications,
laws and TIPCEE’s annual
and semi-annual reports; determination of sampling frame and
size; design of interview questionnaires; interview of 37 respondents
representing a
range of stakeholders, each of whom contributed to the
assessment of the selected reforms; preparation of report on
the findings from the evaluation.

CDC Consult undertook a survey to
assess the impact of the Economic Policy Management
Programme (EPMP) of the University of Ghana. The focus of the assignment
was to identify
the location of EPMP Alumni, conduct
interviews with them and their employers with a view
to
assessing their performance in comparison with graduates of
similar Programmes.
Specific tasks undertaken included review of alumni
directory and
design of sample procedure using the Programme’s regional balance as a
sampling frame;
collection
of information on former and current employment
of alumni to give
an indication of the
spread of EPMP alumni
across various sectors, their functions and level of
responsibility;
assessment of the movement of EPMP alumni following
graduation;
design of interview
questionnaires to conduct
interviews with employers of EPMP graduates and with alumni
to determine their
current placement, professional development, job progression
following
graduation, and contribution to policy management and
networking. A report was prepared
on the findings of the
survey.

CDC Consult Limited on behalf of the
International Finance Corporation (IFC) conducted a
study on low income private schools in Ghana as part of a
School Finance Facility (SFF) Programme.
The
study aimed at expanding access to financial and advisory
services to low income
private schools in Ghana. As part of
the assignment,
CDC developed and administered
questionnaires to 136 low
income private schools from Accra and Kumasi.
Interviews were
conducted with owner’s, parents, and
supporting stakeholder institutions of low income private
schools such as financial institutions, donor agencies and
business advisory
service providers. The firm undertook two (2) validation
workshops to present the findings
of the
study and shared recommendations with stakeholders of low
income private schools
including the IFC, Grassroots Business
Fund (GBF), Gray Matters Capital (GMC), other potential
donors and investors.

Japan
International Cooperation Agency (JICA) commissioned the
study to International Development Center of Japan (IDCJ) as
part of the preparatory process to formulate an appropriate
cooperation strategy to microfinance in order to further
strengthen the cooperation to help poor people’s access to
financial service. The study was undertaken in Ghana by CDC
Consult and aimed at collecting necessary information on
Training Institutions and Training Providers in the
Microfinance Sector and survey of training needs of 100
staff drawn from various microfinance institutions.

IFC in collaboration with NGGL initiated the Ahafo Linkages
Program (ALP), a business development programme designed to
support the development of local Micro Small and Medium
Scale Enterprises (MSMEs) and improve communities in the
Ahafo area of the Brong Ahafo Region, where Newmont has one
of its mine sites.
Under the ALP, CDC conducted a Training of Trainers (ToT)
for potential local business development service providers
in the Ahafo area. The ToT aimed at equipping local service
providers to enable them provide business development
services to local MSMEs in the Ahafo area.
As part of the ToT, CDC undertook the following:

•2. Identification and assessment of potential local BDS
providers;
•3. Development of training of trainers manual and manual on

competition. The key objective of the GYE Competition was to
inculcate entrepreneurial skills in young graduates.

Organization and facilitation of entrepreneurship training
workshops for operators in the MSME sector and those
interested in setting up their own businesses. The training
workshops were held in 2003, 2004 and 2005, and benefited
over 250 micro and small business operators from Northern,
Upper East, Upper West, Volta and Central Regions. CDC
developed training materials and facilitated training
workshops each year for poultry, agro processing, art works,
and hospitality businesses among others. Participants were
assisted to develop practical business plans.
